LOCAL GOVERNMENT CAPACITY DALAM PENANGANAN DAMPAK TAMBANG EMAS ILEGAL DI KABUPATEN SOLOK SELATAN
Abstract
This research aims to analyze the Regional Government's Capacity in Handling the Impact of Illegal Gold Mining in South Solok Regency and analyze the factors that influence the Regional Government's Capacity in Handling the Impact of Illegal Gold Mining in South Solok Regency. The research used descriptive qualitative methods. Data collection techniques include conducting interviews, observations and documentation. The data were analyzed using data reduction techniques, data presentation and drawing conclusions. The theory used in this research is Sutoro Eko (2005) because there are five variables consisting of Regulatory Capacity (regulating), Extractive Capacity, Distributive Capacity, Responsive Capacity, Network Capacity and cooperation. The research results show that the local government's capacity to handle the impacts of illegal gold mining is through three forms of handling, namely strict law enforcement, community empowerment and development of economic alternatives, and educational outreach. However, the results obtained have not achieved maximum goals. This is characterized by several main problems: first, weak law enforcement, second, economic dependence, third, counseling and education, as well as factors that influence the capacity of local government in South Solok Regency: policy factors, investors who provide funds to illegal gold miners, low community economic factors, and low knowledge about the impacts of illegal gold mining.
